Workgroup templates behaving strangely!

I had posted this under Word > Miscellaneous but thought
maybe this would be more appropriate. Sorry, not sure
where it really fits in but could really do with some help
with this.

I had created a 2nd templates folder alongside the one
that is normally there. I set this second folder as the
file location for "workgroup templates" for all users in
the company.
I had to change the location of this folder though and I
created a new one on a different drive and changed the
file location for the workgroup templates for all users to
the new location.
However, since then, some strange things seem to be
happening.
First of all, all the files in this folder are document
templates (.dot) and all have form fields in them and are
password protected. (thought I'd mention it in case it
makes a difference).
The first problem was that when users would go to FILE >
NEW > GENERAL TEMPLATES and open one of the files, they
would see all recent changes tracked. Even after showing
them how to remove the tracking of changes from TOOLS >
OPTIONS (in Word) the tracked stuff was gone but some new
tracked changes could be seen!
I tried it myself and got the same. However if I open the
file by going to it from MY Computer, then I can see it
correctly.
The other problem is that I recently changed some of the
documents in this templates folder and although this
folder of templates is located on my computer, if I open
them through FILE > NEW ... etc... I still get the old
document!!! But If I navigate to it thru My Computer then
I see the correct one.
I would REALLY appreciate if anyone can tell me what's
going on???

File > New does not _open_ templates but rather creates a new document based
upon the template.

Check the workgroup templates folder location setting on your computer.
Tools > Options > File Locations
Is it going to your new folder or your old folder?

Which version of Word are you using?

To me, the track changes problem indicates that Track Changes is turned on
in your templates. Open them (not File > New but File > Open) and turn it
off. Then save the template again.
