Working with email rules/alerts (Outlook 2003)

How can I view and modify all of my email rules at once? I would like to be
able to "pull out" or export the rules into a separate file, make changes
(order, destination folder, etc.) and then import these changes back into
Outlook.

Not possible. Rules cannot be exported in a readable and editable format.
