Working with graphic and text

Publisher 2003. I have copied a clipart from an internet site, and washed it
out to allow text to be stacked on top of it. All the text is doing is
blocking the picture not allowing the clip art to show through. Have tried
to change clip to .jpg...no luck. Have tried to change the order ... not
luck. Is this even possible in Publisher 2003?

Perhaps select the text box, go to Arrange and bring to front, and then Ctrl
+ T to make it transparent?
