I have a windows XP system that had works installed on the computer when I
purchased it. There was not a word program installed. When I created
documents in works and sent them as e-mail attachments nobody was able to
read document. I tried a word converter but then I couldn't edit document.
If I don't have word how do I send out a document that will keep the
formatting?

Yes I do but I have the feeling that's not possible. My other question that
you might be able to answer is is Word the on,y program that I can attached
to email and not lose the format? --

My questions now is what program can I create a document in that is
universally recognized and will not lose formatting, is that a .doc or .txt
or rtf? Thanks for your help!

..pdf files - but you want it to be editable so that's out. I honestly don't
think there is a program that can promise you that what the end user sees is
what you sent.
