from the bottom towards the top of the page?

No, it's not possible.

Not possible to move the worksheet tabs or have them on more than one row.

You can choose not to view them under Tools>Options>View then try one of
these.............

You can build a Navigation Toolbar as per Dave's code on Debra Dalgleish's
site.
