Workspace tool corruption,

i have come across a problem wherein a data entry from tool which was
developed in a workspace is giving problems; when this workspace is being
sent to new users the data entry form tool does not get sent (other default
groove tools are being received properly), but users already having this tool
are able to use it without any problem

could someone please advise the cause of this problem and how it can be
resolved ?
