Workspaces dissappear after reboot

I have a user that loses his workspaces after every reboot. They appear
listed in the "Workspaces not on my computer". When he logs back in, he has
to be reinvited and wait for them to sync again. He is on a network that
uses roaming profiles (not one that I have any visibility over).
