Wrapping text around both image and associated text

I have created a fairly large document and, in a separate file, created a
list of images with legends. I am attempting to copy in the images, with
their respective legends, into the appropriate place in the main document. I
wish to somehow wrap the image and legend (kept on a page of their own) so
that any editing of the document above the image doesn't alter the position
of the image and legend.
Ideally any new tesxt in the main document would move around the image and
legend.

any help appreciated!

All graphic objects in a Word doc are "attached" to the text in some way.
They are either embedded in a line (similar to being a character) or they
are anchored to a paragraph (some form or Text Wrapping applied). Word
doesn't really have a concept of a physical page.

If you apply Text Wrapping you can dictate position through the Format
Picture dialog, but that is still relative to the para the graphic is
anchored to - IOW, if the para moves to a different "page" when the text
re-flows the image anchored to it will go right along with it and will take
up residence on that "page" in the same relative position dictated by its
Text Wrapping settings.

What you are looking for is best handled by a page layout (Desktop
Publishing) program such as MS Publisher, Adobe InDesign, QuarkXPress, or
the like.
