Wrong insertion of national holy days in outlook 2000

Can anyone tell me why insertion of national holy days (Easter, christmas,
nationalday etc..) inserts itself in 2003(!) when we now try to update our
calenders? It is now "double" for 2003 and nothing to see for 2004.. We use
norwegian outlook 2000 (and exchange 2000)
