WSS Document Checkout

Hello,

When a PM goes to the document library and, for example, updates a
Statement of Work, WSS/PWA allow him to do so without checking the
document out. I'd like to only allow changes to be saved if the
document is checked out, but I don't know enough about WSS to know
whether or not it can be done and, if so, how? Anyone know?
