WSS Document menu template

After publishing new project, I openend WSS site.
On Document menu, I made serveral document libraries with detailed
descripstions.
And I made several custom columns and views.

I want custom libraries, columns and views applied to all published and new
projects. I want to make template and utilize it for all projects.

I searched many internet sites and bought EPM administration book. But I am
still in trouble. Endless trial and errors... Please help me.

Here's the instructions for PS2003

If you using 2007, then you need to customise a site which is not linked to
a project (so don't use a workspace that was created during the publish
event).

Save your customised site to the template library, and select your new
template in PWA as the one to be used by Project Server.
