From time to time I've demo'd an add-in that emulates Word's Work menu
in Excel, providing a persistent menu for favorite/frequently used
files. I've recently updated it a bit for a client. It's still a work in
progress, but the basic code has been stable for a couple of years.
If you'd like to try it, a modified version is available at
http://www.mcgimpsey.com/excel/workmenu.html
File links and preferences are saved within the add-in itself, so there
are no other files written to your hard drive.
Install it using Tools/Add-ins, or put it in your Startup menu. You can
edit the file name after you add the file if you wish. Due to some of
the modifications, I've disabled the Validate function (which is used to
check that the files on the menu are still extant, and to re-link
entries with files that have been moved), but I will be looking to
restore that shortly.
