xp/publisher

I've just installed xp pro on my system and reinstalled
ms publiser 98 pro and now get an error message
"publisher cannot load hyphenation dictionary. to
reinstall run set up again"
doing this has no effect at all, still get the same
message. is pub 98 compatable with xp pro or do i have
some other problem
