XP won't let Access 2000 print custom length form

My Access 2000 report is 8.5x5.5 (ie. half page) to print on preprinted self-mailer that requires an impact printer. It has worked for a number of years. After upgrade to win XP, I don't have option of custom size in the printer driver (Panasonic KX-P2130), so the report is skipping every other form. I either have to figure out how to tell the printer I want two per page, or I have to figure out how to design the report to put two pages on a 8 1/2 x 11 " form. When I go to page setup, specify the printer and say 2/page, it changes the print to tiny and prints it sideways. No combination of settings seems to work. Any ideas?

You need to create a new form for the printer.
Start > Printers & Faxes

File menu > Server Properties:

On Forms tab, check 'Create a New Form'

Create a new form with the properties you need.
It will then appear in the paper size drop down list when you select
specific printer for your report in Access.
