You are holding down the Control Key Error

Have been getting this error (you are holding down the control key) in
Office 2003: Word, Publisher and Outlook, off and on for some time.

Have the latest serviuce packs for Office 2003 and XP-home installed.
Machine is a Dell Dimension 2600.

Have tried the following:

Replaced the keyboard
Dell replaced the motherboard
Repaired the Office 2003 installation.
Installed the XP service pack 2 (error happened before and after SP2)

The user may go days or weeks without getting the error, but sooner or
later it recurs.

The user noted the error may have happened right after unsuccessfully
attempting to reply to an email in Outlook.

Any thoughts on how to isolate the source of this problem ?
