"You cannot add or change a record"

tble_Query -> tble_CCode <- lkup_CcodeS <- Lkup_CCodeT

Each Query can have a number of cause codes. When I try to enter a cause
code, I get the message:

You cannot add or change a record because a related record is required in
table "lkup_CcodeS". Both "lkup_CcodeS" and "lkup_CcodeT" have all the
required information. In the previous version, I didn't get this message so I
am not sure how to resolve this.
