You do not have exclusive access

We are receiving this message for only about 3 users out of 20 who use the
program.
I researched and found Article 839782 but it didn't apply.
We have not had a workgroup file and I never saw two .ldb's in the folder.
Any ideas.

Access 2003 using 2000 structure, no workgroup, DB set to non exclusive, and
all, -but- about 3-4 people, get in every day, from home or office. Even 1
of the people getting the error did get in sometime.
