What permissions settings must be turned on to get over this message:

"You do not have sufficient permissions to add enterprise resources to your
project from MS Project Server"

My user is not an administrator but owns the project. In Project Pro, he
tried to add resources from the enterprise resource pool but this message
got in the way.

Under Admin / Manage Security modify the "My Resources"
selection. Make sure the user (or group) has permission
to see Enterprise Resources. You can use the Project
Manager Template or modify the permissions yourself.
