You do not have the necessary permissions

My Access 2007 database suddenly started disabling content unless I enabled
it on each occasion. I looked for a way of permanently enabling it, and
started the user level security wizard, but only succeeded in permanently
blocking myself out, giving the message that I do not have the necessay
permissions. Can anyone advise?
