You don't have any assignments to update

I am receiving the message 'You don't have any assignments to update
when importing new assignments from our project server 2003 into
Outlook 2003.

-Integration with external timesheet system is enabled on our server.
-I, as a user, have the ability/permission to integrate with external
timesheets.
-The Project Server 2003 Outlook add-in is installed on my machine and
I see the buttons and admin tab in Outlook.
-I can connect to the project server from Outlook (test connection)
-Our project server uses windows authentication and when opening the
project web access site I am able to go to 'Tasks' and see all my
assignments.

So, I'm really confused as to what else to look at.

Update: This is true of all users on our network. They can all access
their tasks on the project server site and receive updates via email
when a new task is added to the site.

But they cannot import tasks into Outlook. All receive the same message
about there being no assignments.
