your e-mail server does not support downloading headers

I am running Outlook 2003 and have an Exchange 2000 server. When I download
headers I receive an error saying that my e-mail server does not support
downloading headers. It does allow to first download all my headers but once
it is complete I receive that error the next time I click send/receive.

Has anybody seen this before?
