In Outlook 2007 (also using Exchange 2003), I got this message while trying
to forward something in my Sent Items:

Your server administrator has limited the number of items you can open
simultaneously. Try closing messages you have opened or removing attachments
and images from unsent messages you are composing.

Well, I am the server administrator and I have set no such limits.

At the time that this happened, I had the following open (not sure what may
be relevant here):
1. My reminders window
2. An email message that was opened by clicking an item in the reminders
window.
2a. That email message had 3 attachments (<50kb)
3. Two contact windows - one of the contacts was a recipient of the email I
was trying to forward from sent items.

I closed the contact window for the original recipient my reminders window
and tried again. Same message

I closed the email message that had the 3 attachments and tried again. No
problem this time.

I reopened my reminders window and opened the email with the 3 attachments.
Still no problem.

I opened the contact again who's email I am trying to forward from sent
items and got the message again. Closing his contact info and trying again
had no problems.

Opened a different contact unrelated to any of the work I was doing.
Message popped up again.

So, anyone know why this is happening?

I have the same problem and the same configuration. Sometimes I only
have my reminders window open, and I try to click "Dismiss" or
"Dismiss all."
