Zero-space table borders?

Is there a way to specify table borders that take zero space on the
page?

Here's what I'm trying to do and I keep getting messed up. I have some
Avery forms for the little tent cards for table seat assignments (form
5302). I set up the page margins and then created a table with the
exact sizes for the cards.

This particular form has 4 cards/page. Each card is 3.5 x 4 (unfolded)
with a half-inch gap between the rows.

If I turn table borders off, the table fits on the page. But if I turn
borders on (so I can print a sampe page to see if I have it aligned
properly), the last row gets kicked to the next page. I assume this is
because the borders take up a little space and I have the space
allocated exactly.

So, it there any way that I can get Word to take the border space out
of the table itself so the overall table size doesn't change?

Maybe what I need is "inside" borders? Is there a way to do that? Do
the outside edge of the borders are at the edge to the table and
whatever width goes inside the cell? It looks to me like Word centers
the borders so that the middle of the border is the edge of the table
and half of the border is outside and half inside. My "inside" border
would mean that outside borders would be treated differently than
inside ones. (sigh)

Is there some other way that I can get edge lines to check alignment?

I usually use the Avery templates, but for this project they aren't
doing what I need, so I'm trying to make my own.
