ZF561407.CAB missing during MS Office SBE 2003 udpate?

I am getting this error message during the SP1 update to MS OFFICE SBE 2003?
Installation then fails. In addition, I can not start EXcel. When I click
on excel, the office install module opens and then fails. Powerpoint,
publisher, word and other products work fine. Any ideas?
