Zoom button disabled in Preview mode

Anyone know what would cause the zoom button in preview
mode to be disabled and the preview unchangeable?

I am able to open the document, edit it but when I print
preview it, I am unable to zoom to any resolution as the
zoom button is diabled.

one thing that causes this is having the scaling set to fit to x pages
tall by y pages high in Page Setup.
