Zoom factor math?

Good day, all

Would anyone know how the zoomfactor for display is calculated? There
has to be a mechanism that compensates for screen resolution, so that
a 100 percent zoom looks the same on an old 640 x 480 monitor and on
my 17" 1024 x 768 flatscreen.

The reason I ask is, I'm trying to automate the building of my
website. One of the elements I use are buttons measuring 120 x 26
pixels. When I make a copy of the buttons when they are imported in
Word (using 100% zoom and the print scrn key) the result is a 121 x 27
pixels button.

I guess there is some math behind all this, but how?
