Zoom not working

I've not used Visio in years and am working with a large flowchart in which
I'm trying to enlarge a small portion of the shapes so that I can see and
properly edit the text. The zoom is currently fixed at 58% and shows the
entire flowchart. I can't seem to override this and increase it whether I
use a pan&zoom window, the zoom tool on the toolbar or even control-Shift +
dragging a selection around the few shapes I want to zoom. What am I doing
wrong?

What version of Visio, and what service pack level do you have installed?
What size is the drawing in units, and is it over 500 inches (or
centimeters) in either X or Y dimension?

In Visio 2003 (SP-1) and older releases of Visio, there was a limitation
built in to prevent overruns on older operating systems. Starting with
Visio 2003 SP-2, this limitation was updated and allows for much larger
drawing dimensions. If you are using Visio 2003, you can apply SP-2 or
SP-3 (which is suggested) to test if that is your issue. If you are using
an older version of Visio (2002 or older), then this limitation cannot be
removed, and was required on Win9X systems, which Visio 2002 could be
installed on.
