Outlook Backup - Backup command not appearing

I have successfully installed Microsofts backup add in to several machines running WinXP Pro and Office 2000 SP3. One machine refuses to cooperate. It has the same software. The backup installs fine, but when I open Outlook the Backup command is not present in the File Menu. When I look in Com Add-Ins, it is not there. When I look in Add and Remove Programs, it IS there. When I click on the little support hyperlink there and choose to reinstall it produces a "fatal error". If I uninstall and reinstall the same results ensue. Any ideas?
