Cannot receive email

Operating System: Mac OS X 10.4 (Tiger)
Processor: Intel
Email Client: pop

For the past 2 weeks or so, when I am using Entourage for Mac, I have not able to receive any messages. I am able to send messages with a digital signature/certificate, but cannot receive any.

When I ask Entourage to send/receive, I get the following error message:

Error
Problem Retrieving Message

Explanation
Could not retrieval mail

Error: -16999

I can see/receive the email messages on my internet based account but not in Entourage.

I have emptied my inbox as recommended in another thread but this hasn't worked....

HELP!

When I ask Entourage to send/receive, I get the following error message:

Explanation
Could not retrieval mail

Error: -16999

Error -16999

Solution: Try using account with secure password selected and not selected.

In the Account window, select "Click here for advanced receiving options
button". Toggle "Always use secure password" Try to receive mail again.

Send & Receive Basics:

1. If you can receive but not send then you have a bad SMTP configuration
2. If you can send but not receive you have a bad POP or IMAP configuration

You can try re-entering info.
You can delete account and create a new one.
Using copy/paste can result in an extra space being added. Type carefully.
Check your Keychain for corruption.
