Can't get Word letterhead to show in email messages

We have macro buttons in Word 2003 that our users can use to create
letters with our firm's letterhead inside the header and footer of the
document. I've also recently had a request for users to be able to
email saved Word documents that include our letterhead. If you open
up one of these saved Word letters and click the "E-Mail" button on
the Word toolbar, a new email message is automatically opened up in
Outlook 2003 with the contents of the letter WITH the letterhead, but
after you send the email the header and footer with our letterhead
gets stripped out for some reason.

Can anyone tell me what we might need to do to make this work? I have
not been able to find anything on the Internet on this problem.
