How do I fix Outlook Professional 2003 error 623

I am using Outlook Professional Pro 2003. I was most recently using dialup
but am now on a LAN (via WiFi). I got the error 623 when trying to send
email. I tried the the instructions listed for fixing 623 but still no luck.
I also for some strange reason see that Outlook header bar says Logging
Enabled. I'm not sure what that means nor how it got enabled

I had already run this fix before the dialup setting and everything went ok.
Here's the history of my switching back and forth from dial-up to LAN.

1. New laptop (preloaded Outlook Pro 2003)
2. WiFi via Lan setup and running from the start.
3. set up new dial-up connection. worked fine
4. went to use my LAN connection via WiFi...error 623
5. Followed fix error 623 protocol... fixed the problem
6. went back to dialup...no problem
7. went back to LAN... error 623, attempted fix (several times), still no
go...
