I cannot send emails

Operating System: Mac OS X 10.4 (Tiger)
Email Client: pop

Good Morning,

I have a problem with Entourage as I cannot any longer send emails. I am receiving regularly but when I try to reply or send a new email a window comes up saying:

Error: Administrative prohibition - relaying not allowed

Explanation: Mail could not be sent.
Account name: "virgin"

Error: -17099

Could you please let me know what I should try doing to fix the problem.

A couple of other folks here have reported this problem with Virgin and
one has confirmed this is a problem with Virgin's servers. Entourage is
not the problem.
