Odd Query Could Not Be Processed error

The Query could not be processed:

* Cannot connect to the server "servername". The server is either not
started or too busy

I have seen this error before with clients and it normally had to do with an
IE setting or a componet not being installed on the clients machine. The odd
thing is [Data Analysis] this works if you sign in remotely to the PWA
instance but the local connection is not working? Under SQL Server 2005
Surface Area Config the Romote connections have Local and remote connections
selected. Of course you can not create any DA views because it doesn't see
the database.

Any suggestions of whats not turned on or off?
