ON 2007 containers

I have two containers on a page.
The first one contains rather long text so I have formatted it as an
outline and collapsed it. When I expand it, it moves the second
container down the page.
When it is collapsed again the second container does not return to its
original position and stays down the page.
Is there a way to make it come back?

This happens because as you add text we are doing collision detection and
trying to ensure that your content doesn't overlay. You can't move it back
unless you move it manually. Though check out the instert more writing
space tool (the wiper) you can find it under Insert-->Insert Writing Space
and you can use it to decrease the whitespace on a page as well.
