Outlook language defaulting to English (US)

Hello.

I have an XP SP3 machine running Office 2003.

I have configured English UK in all Regional Settings settings and gone into
Word>Tools>Language>Set Language and chosen English (UK) as the default.

After this Outlook will stay using the English (UK) as the language for
Autocorrect until the next reboot when it goes back to using English (US). A
typical symptom of this is it changing the word Optimisation to Optimization.

How can I make it stay on English (UK) always?

What language do you have set for your keyboard? Control Panel->Regional
and Language Options->Text Services and Input Languages.
