Private meeting and delegate setup

We're running Outlook 2003 SP3 and Exchange 2007 SP1. We have delegate
rights setup for one user to receive all invitations and respond on behalf
of her manager. For some reason, she's not receiving any private meeting
invites anymore? The manager receives the meeting invitation for private
meeting, but not his delegate. All other non-private ones go through her
just fine.

Is this normal? If this is normal than how she was able to receive private
meeting invites in the past?
