project readonly problem in project professional 2007

we have installed project server 2007 . one of the manager has project
professional 2007 and after install service pack 1 .
he is trying to open a project but the dialog box appear and saying

"
this project cannot be opened in read-write mode because a previous checkin
for this project is not complete. Do you want to open this project read only?

"

pls tell me the solution .
