Publisher 98 - Problem with Clip Art Gallery

i have a really old version of microsoft publisher -- publisher 98.
unfortunately, i am unable to get any technical support via phone as it's
such an old program. hopefully, i have better luck here.

when i try inserting a picture from clip art, the "microsoft clip gallery
4.0" window pops up. usually, it will show all the previews of the pictures,
but for some reason, it is now not doing that. where all the picture
previews are are now blank. and also, a separate window pops up saying
"please shut down clip gallery and restart.". i've tried restarting
publisher, and it's still not working. i've always tried un-installing and
re-installing the publisher program, and i'm still having the same program.
HELP!!!!

The Clip Gallery has its own help with troubleshooting steps you can take. The
most likely culprit is the ARTGALRY.EXE that needs to be registered.
It is in a folder similar to this:
C:\Program Files\Common Files\microsoft shared\ARTGALRY
Double-click the ARTGALRY.EXE file. A message will come up *Clip Gallery is now
configured to run on your computer.*
