Send and receive all no longer works on schedule or at all

Operating System: Mac OS X 10.6 (Snow Leopard)
Processor: Intel
Email Client: pop

I have rebuilt my data base but the send and receive all is "dim" on the menu. I have to manually go to to get it to receive. It will send. Any suggestions? Should I reinstall Entourage? And if so will that cause me to loose my existing messages?
