1/4 Postcards

I have used Publisher forever and generally have found it very easy, but I
can't seem to be able to create a 1/4 postcard that actually prints as a 1/4
postcard, unless I create it sideways (landscape). Although I choose 1/4
postcard, it shows up as two up on the print preview. Help.
