I had to reinstall Outlook 2003 because of a hard drive crash, and now the
Unread Mail and Follow Up options aren't being displayed in Favorites. How
do I get that back?

Create search folders and rightclick them to add them as favorites

Thanks, but I'm not sure I asked the question correctly.

The Unread Mail thing I'm referring to is the thing that sorts out incoming
mail no matter what folder it's moved to because of a rule, and an Unread
Mail folder doesn't show up in folders at all.

No, but it does show up in Search Folders and otherwise you can create it
again; rightclick the Search Folders-> New Search Folder...
