2003 - Images and text flashing like under a strobe light

I use publisher all the time. A few weeks ago, old and new files developed a
problem. The images and text flash like under a strobe light. I ran the Fix
installation disk and it still does it. Not sure what else to do. Not ALL
the text and images flash and they don't do it continually. But most of them
do and will continue to flash after stopping when I zoom in or out or click
anything on the design.

Look at the Accessibility settings in the Control Panel, clear High Contrast if
it is enabled.

I think you need to upgrade your video driver. Go to the manufacturer's web site
and look around.

Accessibility was not set to High Contrast. This doesn't happen on any other
page or in any other software besides Publisher. Would removing the program
and reinstalling it help. Can you guide me through that process?

I'm confused by this comment. You said it happened in all documents...

If you have a large number of objects on a page then there will be some
flicker as they are rendered. Each time you select an object, move an
object, zoom in or out, or scroll, the page has to be redrawn.

Using View > Pictures > Fast Resize and Zoom or Hide Pictures will allow
faster rendering. If you are using a low-end (old or onboard) graphics
card, then upgrading to a better one may give better performance. If you
have insufficient RAM, upgrading that may give better performance. If
you are using generic Microsoft-supplied drivers for your graphics card,
then using optimised manufacturer-supplied drivers will normally give
better performance.
