An upgrade version requires you have a previous version. The advantage of an
upgrade is the lower price. You need to be sure you hang on to previous
version of Office media in case you need to reinstall. The full version cost
more but doesn't require you have a previous version.
Thanks. And it won't try to connect for other reasons? I only ask since
it seems like MS has begun wanting everything to phone home these days.

You can turn off all options that require Office 2003 to connect to the
internet. In my opinion it is harmless because it is all just for access to
additional online content and provides MS with product feedback based on
usage.
This is why I'm trying to find out more about the Upgrade. Is it going to
look for something on the machine of the earlier version? I don't want to
be outta luck since Office 2000 was on a different box.

Office 2000 doesn't need to be installed you just need the Office 2000 CD to
put in the CD drive for the installer to find. If you can afford the cost I
would recommend the full version because you will have less hassle and don't
need to worry about having the previous version media if you should need to
do a reinstall.
