Is there a setting I need to turn on for 3-D effects? I
tried to highlight letter in text box and nothing.

3D Effects works with objects, not text. Also be sure your objects have a
border applied. Publisher 2003 automatically adds a border to objects for 3D
effects, but Publisher 2002 doesn't.
