Can any version of Publisher produce a document that can
be taken to a commerical printer for true 4 color printing?

Yes
Publisher 2003 can product 4-colour CMYK separations and CMYK Composite.

Caveat: make sure your inserted images are all CMYK.

Note that greys are apparently still problematic, even in the 2003 beta.
I've seen them come out as shades of blue or magenta when the file is sent
to be RIPped.

Randall you have no idea about anything.

The last thing needed is CMYK images.
Few people have the programs to make CMYK images and why would you need to
when Publisher does not require CMYK images.

RGB images will be just perfect in Publisher to use for full four process
colour printing.
The images must be 300dpi at the finished size. You must *NOT* scale the
images up/enlarge in Publisher from the original size.

As you can see Randall Arnold knows zilch/nada/nothing/nought about anything
and certainly nothing about four colour process printing or the related
programs.
