A Report with a chart fails after using the Package & Deployment

This is a weird one,

i have a freshly built Windows 98 1st Ed PC with no further software
installed, has IE4 (I keep a ghost image of the build so i can quickly
go back to a fresh install)

I want to deploy an Access 2000 database to it with the Full ART 20000
using the Package and Deplayment wizard.

If i manually run the full ART2000 on the PC from a CD and then copy
the database across manually, the database works fine.

but... if i use the Package & Deployment wizard to package it up using
the full ART and then install using the setup.exe all is well except
one report in the database which has a graph on it. When i do a
preview (full screen) it looks like it is going to open but then
closes down back to the open form, so you dont actaully get to see the
report.

Now i have traced the error down to the files that are copied when the
package app is lauched.

odestkit.dll
comcat.dll
stdole2.tbl
asyncfilt.dll
olepro32.dll
oleaut32.dll
msvbvm60.dll

If i do a manual install these files dont get copied and the report
works fine but running the package seem to update ro install these
files and the report fails.

Anyone know of a fix ?

PS

i even packaged up the database without including ART and just
manually installed ART on the PC, tested the DB by copying it over
manually, all was well, then installed the package (no ART) which
overwrote the database and it failed! so it must be something to do
with these dll files
