a template for Avery 5824

I know that Word has a template for Avery 5824 but I would like to be able to
use Publisher. Publisher does not list this Avery number.

Are both of the panels going to be the same? If not you will have to set up your
page manually

..5 top & bottom margin
2 inch side margins
2 rows 1 inch spacing (grid guides)
1 inch vertical gap.

Draw a 4.50 circle in each of the panels as a guide, center an half inch circle
inside the larger circle. Print on plain paper to make sure these settings are
correct.
