acceptanceof term agreement

I have a Terms of Use and Sales Agreement on my site that
visitors must accept or not accept prior to being able to
order merchandise. Does anyone know how to program the "I
Accept" box that, when checked, will allow the visitor to
proceed with their order and the "I Do Not Accept" box
that, when checked, will prevent them from going any
further in the order process?
