Actions menu in Outlook missing commands

The Actions menu is missing the "new message to contact" command. I am using
Outlook 2002. I tried to customize the toolbar, but the command is not given
as a choice in the customize list. My original user profile is not missing
any commands, but a second user profile on the same computer is missing
commands. How can I correct this?

Close Outlook completely.
Find and rename outcmd.dat
Restart Outlook.
