Activate view queries button

I have a customized toolbar and have the 'view queries' button included on
the toolbar. Can someone please advise when or how this button is activated.

I believe it is just a button until you add code to it to do
something. Once you add code, it won't be grayed out.

Can you give me code to insert that will allow the user to view queries when
this button is activated.
